The City of Bellingham seeks consulting firms with expertise in Civil Design for the Downtown Signalized Intersection Accessibility and Safety Improvements Project. The agreement duration is approximately seven months, with a possible extension. The consultant will prepare the preliminary engineering design to improve signals and related infrastructure at three downtown intersections—Railroad Ave. with Magnolia St., Holly St., and Chestnut St. Major features include signal reconstruction, installation of curb extensions, ADA improvements, and related utility modifications. Additional tasks are survey data collection, permitting and environmental reporting, preparation of complete bid documents (construction plans, technical specifications, and engineers estimate), and potentially services during bidding and construction phase. Submittals must include a signed cover letter with firm and project manager details, and the number of employees involved. Required forms (WSDOT 140-565 for prime, 140-566 for subconsultants) and resumes (one page each) must be included. Submittals are limited to ten 8-1/2" by 11" pages (excluding title page, table of contents, resumes, and forms), and those exceeding this limit will not be considered. Evaluation will be based on project manager qualifications, key personnel/firm expertise, schedule ability, project approach, familiarity with WSDOT/FHWA standards, past performance/references, FSBE/SBE approach and commitment, and construction management approach. All federally funded projects are subject to Federal EEO requirements.
