Preventative maintenance and repairs are required for standby emergency generators and automatic transfer switches. The work includes semi-annual and annual comprehensive service and performance inspections, which must include an annual 4-hour load bank test. All parts and materials necessary to complete the assigned tasks are included, such as oil, coolant, batteries, hoses, fittings, gauges, oil filters, air filters, fuel filters, indicator lamps, and any electrical wiring and components. The contractor must document and log all findings and submit a completed report to the authority within 10 days of inspection, including estimates for repairs of any deficiencies or parts not covered in the contract. The semi-annual inspection and service must be completed by December 31st, and the annual inspection and service must be completed by June 30th. The contractor must provide guaranteed rapid response times for unexpected 24/7 failures, including on-site response within 4 hours and emergency callback service without additional charge. All services must be provided in accordance with the authority's guidelines for working within its facilities. Bid submissions must be completed electronically as one PDF not exceeding 50 pages (excluding licenses and forms) and must include all required forms: Bidder Qualification and Certification Form, Bid Form, W-9 Form, Contractor’s Affidavit, and Certificate of Insurance. Failure to provide complete forms may be cause for rejection. Bids are awarded to the lowest responsive and responsible bidder, and all expenses for preparing and submitting responses are borne by the bidder. The bidder must have an Electrical Contractor License and provide evidence of insurance. Bidders must also provide references for three similar projects and be registered with the Georgia Secretary of State if not an individual. Bids are valid for 90 days after closing, and protests must follow the published authority policy. All communications must be through the designated issuing officer.
