Work to be bid upon as follows: Placement of approximately 29,000 square yards of geotextile paving fabric on milled surfaces prior to asphalt placement within the City Limits of Kingsport. Work also includes materials, labor and all other associated items to complete project. The project shall be completed by October 30, 2026. Sealed bids for 2026 Contracted Paving Fabric Installation will be received until 4:00 P.M., Eastern Time, July 7, 2026. All Minority and Women-Owned contractors are encouraged to participate. Bids must include a bid bond or certified check equal to five percent of the total bid. The successful bidder must execute Performance and Payment Bonds equal to the contract price. All bidders must be licensed Contractors as required by the Contractors Licensing Act of 1994. Each bid envelope must provide the contractor's license number, expiration date, and applicable classification; similar details are required for certain subcontractors if the value meets specified thresholds. If no subcontractors are used, this must be stated on the envelope. By submitting a bid, the bidder certifies compliance with Title VI and Title VII of the Civil Rights Act of 1964. No bid may be withdrawn for sixty days after the closing time for receipt of bids. Bids must be signed, sealed, and addressed to the Procurement Manager and marked "2026 Contracted Paving Fabric Installation." The City reserves the right to accept or reject any or all bids, to waive any informalities, and to re-advertise.
