Demolition for a residential development in Orange, Texas. Completed plans call for the demolition of a residential development.

Sealed bids are requested to furnish all materials, supplies, tools, equipment, supervision, and labor necessary to complete the demolition and removal of substandard structures at twenty-nine locations as specified in the contract documents. Each property will be awarded separately. Bids must be sealed within an envelope, which, if sent by courier, should be placed inside the courier package. The bidder's information must be clearly marked in the upper left-hand corner and the project name and number in the lower left-hand corner on both the envelope and courier package. Entities ineligible for federal procurement are excluded. Section 3 Residents and Business Concerns, Minority Business Enterprises, Small Business Enterprises, Women Business Enterprises, and Labor Surplus Area firms are encouraged to submit proposals. The employer is an Affirmative Action/Equal Opportunity Employer. Removal of all structures located on the subject property, including residences. The fence clearly belonging to the property must be removed. 2. Removal and disposal of all contents of all structures located on said properties, including but not limited to housewares, appliances, finishes, construction materials, tools, furniture, and fixtures. 3. Vehicles subject to the Junk Vehicle Ordinance and the Vehicle Code (cars, trucks, vans, motorcycles, boats, boat motors, or parts thereof) located on the properties shall not be removed from the property as part of this contract. However, if such vehicle(s) impede the removal of a structure or debris, the vehicle may be relocated to another part of the property. The Contractor shall make every effort to avoid further damage to the vehicle by moving it and shall contact the Code Enforcement Officer prior to moving any vehicle(s) so that the condition can be documented. 4. Towable trailers, towable RVs, Camper shells, and non-identifiable vehicle parts (tires, batteries) and components are not considered to be vehicles under the cited ordinance and shall be removed as part of the work. 5. All trash, junk, and debris shall be removed from the site, whether it is located inside a structure or elsewhere on the property. 6. All concrete slabs, sidewalks, driveways, and steps shall be demolished and removed. Footings, foundations, or other structures protruding above grade shall be removed. Concrete driveways and sidewalks to the front door will be removed to the City easement and will be marked by theCity. 7. All demolition debris, contents, trash, and junk shall be disposed of properly. Manifests for any contaminated or asbestos-containing waste shall be provided in accordance with DSHS and NESHAP regulations. Dump tickets, manifests, or other evidence of proper disposal for all materials may be required to be submitted prior to the release of retainage for the project. If the Contractor hires another firm to handle disposal, that Subcontractor is responsible for providing such proof to the general Contractor for submittal to the City. In no case shall the Contractor assign his responsibility for proof of disposal to a Subcontractor or other entity 8. All living trees with a trunk diameter greater than six inches (6") shall be left in place unless the structure(s) cannot be removed with the trees in place. Dead trees with trunk diameters in excess of six inches (6") shall be removed. Brush and saplings located within or adjacent to the work area shall be removed and disposed of. In the event that trees with trunk diameters larger than six inches are severely damaged during the work, they shall be removed by the contractor as part of the work. Any branches or limbs that are damaged during the work shall be neatly removed from trees to remain. Removal and disposal of trees, branches, and cuttings is the responsibility of the Contractor. Any downed tree, living or dead laying on the ground must be cut up and removed. 9. Contractor shall comply with Texas "call before you dig" requirements. 10. Electrical service to the structure shall be terminated by the City and secured at the pole feeding the property prior to the start of any demolition work. Meters and other equipment not removed by the electrical provider shall be removed and disposed of properly by the Contractor. 11. The sewer and water connections shall be terminated and capped in a manner approved by the Orange Public Works Department. Sanitary facilities in the structures to be demolished shall not be utilized by the Contractor or his employees. 12. Service and meter shall be removed by the gas company prior to the start of demolition work. Removal of visible components for gas service should be verified by the Contractor for each house prior to the start of work. 13. After demolition work is completed to the satisfaction of the Code Enforcement Officer, the site shall be rough graded so that pits, holes, or obvious areas subject to ponding of water are mitigated, asnecessary. The issuer reserves the right to reject any and all bids, waive informality in bids, and accept the bid most advantageous to the issuer. Bidding documents are available by email or may be picked up in person. A mandatory pre-bid conference will be held at a specified time and location.
