Monroe County is requesting Annual Statements of Qualifications (including Expressions of Interest) from architectural and engineering firms interested in providing professional services for various County projects in 2026 and 2027. Project types include aviation; transportation; buildings and facilities (such as construction material testing, environmental material testing, architectural and engineering term services, and security master planning); wastewater (design and construction management services for pump station improvements and yard piping improvements); and information services (such as computer and peripheral support). Each Statement of Qualifications package must identify the applicable project type and include a one-page Expression of Interest letter listing the specific projects of interest, a listing of the Principal Officers of the firm, and GSA Standard Form 330 (SF 330) Parts I and II. Only the information requested in the SF 330 should be included; extraneous information like marketing materials will not be considered. Firms must submit separate packages for each project type of interest. Further, firms may be required to address efforts to meet the County’s M/WBE (12% and 3%) and SDVOB (6%) goals and identify their status and proposed subconsultants in subsequent requests. Consultant selections may be made based on the submitted qualifications packages and supplemental information; a more detailed Request for Proposals may not be issued. Firms should not identify proposed subconsultants in the initial submission, but joint venture partnership qualifications may be included. Subconsultants may be identified if an RFP is later issued and the firm is selected to submit a proposal.
