Renovation of a mixed-use development in Hays, Kansas. Completed plans call for the renovation of a detention facility.

Ellis County, Kansas is accepting proposals to upgrade and replace Jail and Law Enforcement Center Video Surveillance and Access Control equipment and components at the Law Enforcement/Detention Center, 105 West 12th Street, Hays, Kansas. For a contractor's proposal to be considered, the contractor is required to complete at least one on-site visit, not including the pre-bid meeting. Submissions must be in a sealed envelope labeled "RFP - 2026 - Security Control System." Questions must be submitted in writing via email and received at least 96 hours prior to bid opening. All inquiries concerning this project, or the scope of work must be made no later than Tuesday, June 9th , 2026, at 12:00 pm CDT, and should be directed to Scott Braun, County Sheriff. Questions must be submitted in an e-mail to sbraun@ellisco.net. Ellis County, Kansas, Commission is accepting Request for Proposals (RFP) to upgrade and replace Jail and Law Enforcement Center Video Surveillance and Access Control equipment and components located at the Law Enforcement/Detention Center, 105 West 12th Street, Hays, Kansas. All proposals must include the name of Performance Bonding Company, with a 5% Bid Bond if required by statute, and must include fees for the total amount in each proposal. The successful bidder will submit a Performance and Payment Bond (if required by statute) for the full Bid amount accepted by the Owner within fourteen (14) days of successful award. All unsuccessful bidders' cashier's checks will be returned within thirty (30) days of the bid date. The schedule to complete work shall be stated in each proposal, as well as a listing of competent work comparable in nature to this request in writing. No Sales Tax is to be included, and the successful company will receive a tax exemption certificate upon award. An Insurance Certificate listing a minimum of two-million-dollar ($2,000,000) Umbrella Liability policy for up to two million dollars per occurrence shall be requested of the successful bidder. All replacement equipment storage shall be confined within a protected bonded area for the Owner, if the Contractor accepts before placement on the project. The scope for Video Control/Access Control System replacement services may include, but is not limited to, the following major areas: Vendors shall coordinate walkthrough scheduling with the Ellis County Sheriff's Office.
