Site work for an industrial development in Holden, West Virginia. Completed plans call for site work for an industrial development.

The selected consultant will perform due diligence services to address developmental deficiencies, remove site location risks, and ensure the property meets rigorous site selection criteria for modern industries. The work focuses on the James H. Harless Industrial Park, a reclaimed former surface mine site. The scope must prioritize a Wetlands Delineation Study and a Cultural Resources Study on 150 developable acres. The Wetlands Delineation Study must provide a written report in accordance with the 1987 US Army Corps of Engineers Wetland Delineation Manual and relevant supplements, GPS-mapped wetland boundaries, wetland data forms, categorization of Waters of the U.S., acreage calculations, jurisdictional analysis, a preliminary jurisdictional determination package, a constraints map, and an executive summary for marketing. The Cultural Resources Study must produce a Phase I report per West Virginia guidelines and federal standards, background research, archaeological site forms, a historic architectural survey, cemetery documentation, eligibility recommendations, GIS maps, a concurrence letter from the state historic office, and development planning recommendations. Only manufacturing and industrial uses are eligible; retail, residential, educational, governmental, or healthcare uses are excluded. The consultant should submit a proposal including an executive summary, firm qualifications, project team bios, methodology, work plan with timeline, and a detailed cost proposal not exceeding the allotted budget.
