Site work for a water / sewer project in Portland, Oregon. Conceptual plans call for site work for a water / sewer project.
Install approximately 45 steel piles of various lengths along the Columbia River to mark pile dikes (wing dams) and increase visibility to boaters, with anticipated pile diameters between 18 inches and 24 inches. Provide between 20 and 25 cubic yards of rock scour protection at each pile location using controlled dumping methods such as a skip box, and fabricate and install signage atop each pile. Perform in-water pile driving using vibratory hammer methods during October and November, with impact hammer use limited to November, all within the in-water work window of October 1, 2027 through November 30, 2027. The Method of Contractor Selection has not been determined at this Time. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS Vendors interested in this requirement(s) with Portland District must submit the documentation and meet the requirements identified below. A. General Submission Information: 1. Point of Contact name, email address, and phone number. 2. CAGE Code and Unique Entity ID number (All contractors are required to be registered in the DOD System for Award Management (SAM) via https://www.sam.gov). 3. In the event that the contractor is a small business under NAICS 237990 or that of a similar size standard, state the category of small business, such as 8(a), HUBZone, Veteran Owned Small Business, Woman Owned Small Business, or SDVOSB. 4. Statement of Capability (SOC) of the contractor’s skills, knowledge, experience, and capability to perform the described work, such as documentation and examples of recent relevant experience and technical competence with in-water pile driving. 5. Responses to the following questions: Based on market conditions, what is the minimum lead time needed between contract award and in-water work window for materials and equipment scheduling to accomplish the scope described above. Do you anticipate any barriers to complete this work within the in-water work window stated above? What hesitations, if any, do you have in bidding on this job?
