The Virgin Islands Housing Finance Authority (VIHFA) invites sealed electronic bids from qualified and licensed contractors to provide Landscaping Maintenance and Litter/Debris Cleanup Services for various VIHFA-owned and managed properties located on St. Thomas, U.S. Virgin Islands. The selected contractor(s) will be responsible for furnishing all labor, equipment, materials, and supervision necessary to perform routine and as-needed landscaping services. These services include, but are not limited to, grass and brush cutting, weed and vine removal, litter and debris collection, and proper disposal of all materials generated from site maintenance activities. The project encompasses multiple sites with varying service frequencies, including initial site clearing, monthly maintenance, and quarterly roadside maintenance. Bids will be evaluated primarily on price and compliance with the requirements. VIHFA reserves the right to reject any and all bids and to award to the lowest responsive and responsible bidder. The Authority retains the right to reject any or all responses in whole or in part, waive any informalities, technicalities, or omissions, and/or cancel the procurement process at any time. The Authority may also reject responses if a respondent or any proposed subcontractor or supplier has pending litigation or claims against the Authority that may adversely affect the ability to collaborate effectively, or for any other reason deemed appropriate by the Authority. Any rejected responses will be returned to the respective respondent.
