Selection is for an Engineering Firm to provide pre- and post-award services for various community and economic development projects. Services include, but are not limited to, preparing preliminary engineering reports, planning, design, cost estimating, bidding, contracting, construction oversight, quality control, and project closeout. Work may involve public infrastructure improvements such as water, sewer, street paving, and/or drainage. The scope may extend to projects funded by federal or state Community Development Block Grant (CDBG), CDBG-DR, EIP, RDF, and ITAD programs through the Georgia Department of Community Affairs. All contracts must comply with applicable Federal and State contract provisions. Selections will be based on qualifications, timeframes, and costs. Required proposal information includes: years in business, firm history and capability, knowledge of the community, officer information, legal qualifications and licenses, insurance, ability to provide required documentation, capacity to meet deadlines, previous experience with DCA CDBG applications (with project details), proposed timeframes, key personnel and their roles, references, and Section 3 Business Concern status. A specific cost estimate covering all phases from start to close-out must be provided, including estimates for engineering services related to plans, specs, surveying, bid documents, contractor management, inspections, change orders, and DCA-required reports. State all costs clearly in the proposal.
