The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, lockout/tagout, supervision, and other items and non-personal services necessary to perform electrical repairs and service as defined in the Performance Work Statement. The work involves repairing Switch 1, a medium voltage park switch model number PM255-2-2-2-LF, at the Central Western Massachusetts VA Medical Center. The required services include furnishing and installing all new porcelain insulators and new stainless-steel hardware within Switch 1, furnishing and installing one new S&C fuse holder assembly, cleaning and lubricating all mechanisms within the switch, and field testing insulation resistance and contact resistance in accordance with NFPA 70B and the manufacturer's recommended service. All work plans and materials must be submitted to the COR for approval 21 calendar days in advance of planned installation, and on-site work must be notified 7 calendar days in advance. The contractor must have a minimum of 5 years of experience in repairing and testing medium voltage switches, as well as lockout/tagout procedures. If subcontractors are used, they must have similar experience and a history of having worked together on at least two previous repairs. Questions shall be submitted to the Contracting Officer in writing via e-mail. Oral questions are not acceptable due to the possibility of misunderstanding or misinterpretation. The cut-off date and time for receipt of questions is 19-Jun-2026 by 4:00 PM EST. Questions received after this date and time may not be answered. Questions shall be answered in a formal amendment to the solicitation so all interested parties can see the answers
