The purpose of approving Plans & Specifications for adding Sodium Thiosulfate to the filter backwash water at the Varina Water Treatment Plant to reduce the concentration of Total Residual Chlorine and detaining the backwash water in the Fire Water Holding Tank until the TRC concentration is at or below 0.177 mg/L at which time the backwash water can be released to the drainage tile leading to Little Cedar Creek. The estimated project cost is proposed to be paid from funds existing in the City of Varina's General Maintenance Fund which have been designated for the purpose of making improvements to the municipal water system. At said time and place stated above for the Public Hearing, oral or written objections may be filed or made to the proposal to approve the Plans, Specifications and estimated costs of the improvements. After receiving all objections, the City Council may approve the said Plans & Specifications for undertaking the improvements to the municipal water system, in which case, the decision will be final unless appealed to the District Court within fifteen (15) days thereafter. The City Council may then consider the bids received and may make an award of Contract or table the action to a later date.
