The Town of Essex is seeking qualified firms to perform engineering services for the design of public infrastructure at the Town-owned property at 80-90 Upper Main Street, in line with a Conceptual Master Plan adopted in March 2025. The selected consultant will be responsible for all tasks necessary for design and permitting of bid-ready engineered drawings for all components of public infrastructure identified in Phase 1. This includes roadway, pedestrian, and utility infrastructure such as roadway design, stormwater collection and treatment, sewer, water, lighting, landscaping, signage, transportation improvements, emergency access, and other related design details. The firm will also be expected to participate in public outreach efforts and meetings. Qualified firms are expected to: • Perform LiDAR topographic and detailed surveys, as well as geotechnical investigations for the designated project area. • Establish existing topographic elevations using updated LiDAR data and verify with independent surveys. • Take primary responsibility for identifying and securing all necessary local, state, and federal permits. • Complete all archaeological, soil investigations, and wetlands delineation as needed. • Conduct a comprehensive traffic study for the full buildout of the Master Plan. • Produce conceptual (30%), preliminary (60%), final (90%), and contract-ready (100%) engineering drawings, allowing 30 days for Town review and comment at each stage. • Complete contract-ready drawings for all infrastructure components in Phase 1. • Prepare presentation materials and attend at least five public meetings. • Lead monthly project management meetings and provide informal updates to the Town’s project manager. • Support the communications team by providing public-facing materials and renderings. Interested firms must submit a Statement of Qualifications (SOQ) that includes the proposed project team (including subconsultants), team technical abilities and qualifications, examples of comparable past projects, experience with Vermont and federal regulations, references, a proposed quarterly schedule, and any additional information relevant for evaluation.
