Clarifications modifying the Agreement or Scope of Work will be incorporated into the final Agreement. The County will not be responsible for any oral instructions. The County reserves the right to reject any and all proposals or to accept the proposal or any part thereof which it determines to best serve the needs of the County and to waive any informalities or irregularities in the proposals and the proposal evaluation process. While cost is a factor in any contract award, it is not the only factor and may not be the determining factor. The County may opt to make an award to other than the lowest cost bidder.
