Reference number: 20151703 Deadline for receipt of complaints 2026-06-22 There is provision for a tendering process for each tender No Electronic tender submission accepted Yes, via SEAO, with a document Expected duration of the contract without options (in months) 7 Description The Ministry of Natural Resources and Forests (MRNF), through its Cote-Nord Regional Office within the Public Lands Branch, is seeking to award a professional services contract for the conduct of a Phase II Site Environmental Assessment (SEA) at two sites: a former fish smokehouse and an abandoned garage. The SES will focus in particular on soil and groundwater quality, the characterization of concrete slabs, and the preparation of a remediation plan, a cost estimate for a remediation call for tenders, and the preparation of a demolition plan. This regionalized call for tenders covers the environmental sector, specifically the management of contaminated sites, including the various phases of the Environmental Site Assessment (ESA), notably Phases 1, 2, and 3. The locations where the services will be performed are the following two sites: City of Sept-Iles, Gallix sector. The site is accessible via a service road off Marguerite Street. The site's central coordinates are: NAD83, MTM Zone 6, 5,557,451 mN, 368,058 mE. Municipality of Baie-Trinite. The garage is located on lot 6 090 675 of the Quebec cadastre. The site is accessible via a private road from Petit-Mai Street. The site's central coordinates are: NAD83, MTM zone 6, 5,557,451 N, 368,058 E. The contract will begin on the date of signature and end on February 17, 2027, for an expected contract duration (without option) of approximately seven months. The works covered by this contract will commence upon the signing of the contract and must be completed by 20 November 2026 at the latest. A preliminary version of the Phase II characterisation report must be submitted to the Ministry's representative by 11 January 2027. The tender must be submitted by a service provider that has, in the administrative region of Cote-Nord, Saguenay-Lac-Saint-Jean or Capitale-Nationale, a permanent place of business clearly identified by its name and accessible during normal office hours. The Minister draws your attention to sections 3.12 and 3.13 of the tender document, which set out the eligibility criteria for service providers and the compliance requirements for tenders to be met under this tender. The Minister is under no obligation to accept any of the tenders received, particularly where he considers that the prices are too high or disproportionate, or do not reflect a fair price.
