The Bartow County School System (BCSS) is soliciting competitive sealed proposals from qualified contractors for Building Commissioning Services for the renovation of the College and Career Academy in Cartersville, GA. Questions regarding proposals should be directed to Chris Philhower at cphilhower@croftae.com no later than 3:00 P.M. on July 1, 2026. BCSS is planning to renovate the College and Career Academy (CCA) located at 738 Grassdale Rd NW, Cartersville, GA 30121. This project is made up of three parts and includes the renovation of the lower level of the CCA building on each side of the gymnasium and e-sports auditorium to become the Central Registration Office (CRO). The existing football fieldhouse will be renovated for the Transitional Academy (TA) classroom spaces, and a new facilities office shop will be built on the property between the existing football and baseball fields. The existing site will be modified to provide bus drop-off and pickup for TA students and parking for visitors to the CRO office. Parking will be provided for faculty, staff and visitors. Site construction will include grading, paving, curb and gutter, storm drainage system, soil erosion and sediment control with detention pond system, grassing, sodding and landscaping. Landscape islands will be added to the upper parking lot to contain ground cover vegetation to decrease the volume on non-permeable surfaces on site and satisfy local zoning requirements. The existing building envelope consists of a structural CMU with brick veneer and will be modified to allow more daylight into working spaces. The new Facilities Offices will be constructed as a Pre-Engineered Metal Building, PEMB with masonry veneer and metal wall panels with a metal roof. The building interior will likely consist of SVT, LVT and/or LVP flooring. Carpet or a composite material textile may be considered where acoustics are a priority in administrative and office areas. Ceilings will be 2x2 acoustical panel ceiling systems. Interior partitions will be a combination of CMU and GWB. Building systems - HVAC, Electrical and Plumbing: The HVAC system for this project will include modifying and augmenting existing systems serving office and administrative areas, for temperature control and energy optimization. The Building Automation System will be fully integrated with existing controls monitor and optimize equipment operation, performance, modulation, and sequencing. The fieldhouse and the new facilities building will utilize split systems for heating and cooling. Electrical scope will include electrical service supply and switchgear, LED lighting controlled with occupancy sensors with override switches. Low voltage systems will include data, interactive display boards, intercom/telecommunications, fire alarm, access control, intrusion and closed-circuit camera surveillance. Plumbing scope includes water supply and sanitary waste systems, break room supply and waste systems, hot water system and gas piping for equipment. Modifications to the existing Fire Protection system will be required per NFPA 101 - 2024 edition.
