The project consists of site development, installation of a septic mound system, restroom construction, and concrete flat work. Each bid must be submitted on the basis of a cash payment for work, enclosed in a sealed envelope addressed to Jessica Alonge, Auditor, at 511 2nd Avenue SE Suite #102, Jamestown, ND 58401, with the designation that the bid is for “Pelican Point Bathroom.” A Bidder’s Bond in the amount of five percent (5%) of the full amount of the bid, executed by the Bidder as Principal and by a Surety Company authorized to do business in North Dakota, must accompany the bid in a separate envelope. If accepted and awarded, the principal must execute a contract within ten (10) days in accordance with the bid and owner's requirements. A Contractor's Bond, as required by Section 48-01.2-10 of the North Dakota Century Code, shall be included with the executed Contract Documents. Bid Security must comply with Section 48-01.2-05. All bidders must be licensed for the highest amount of their bids per Section 43-07-07, and a copy of the license or certificate of renewal must be in the bid bond envelope. Non-compliant bids will be returned. The OWNER retains the right to reject any or all bids, to waive informality, to hold all bids for up to thirty (30) days, and to hold the three lowest bids and securities for up to sixty (60) days. Work is to begin on a date specified by the OWNER, with ten (10) days advance notice. All site work must be completed within 90 calendar days, by October 24, 2026. The building must be completed by December 12, 2026. Contractor working hours are Monday through Friday only, with no work allowed on weekends or federal holidays. Work must be completed by 4:00 PM on Fridays each week.
