After an interior inspection of the water tank and review of design cost estimates, it is recommended the County pursue a full replacement of the Golden Hill Water Tower. This project includes funding to replace the tower with a new glass-lined tower which will require minimum preventative maintenance over the next 50 years. The tank is older than 50 years with a life expectancy of 50 years. It is more cost-effective to construct a new tank while the existing tank is operational than allocating funds for exterior and interior painting every 15 years. Interior painting would require a full shutdown for sandblasting and the rental of a temporary tank. There is grant funding available for a potential offset of up to 60%. In addition, the remaining expenses will be distributed based off of the Golden Hill Declaration of Reciprocal Easements. The project is included in the County's 2026-2031 Capital Improvement Program (CIP).
