The project involves the rehabilitation of the US Route 11 (Mill Street) Over Black River Overflow Bridge in the City of Watertown. The work includes providing all labor, materials, machinery, tools, equipment, and other means of construction necessary and incidental to complete the work shown on the plans and described in the specifications. The scope includes structural scarification, removal and repair of deteriorated concrete, polymer concrete overlay of approach slabs and superstructure slab, repair of cracks and joints in the superstructure slab by epoxy injection, removal and repair of deteriorated concrete sidewalks, removal and repair of deteriorated concrete from existing concrete abutments, sealing of concrete surfaces, removing and resetting or placing new bridge curb, milling and resurfacing Mill Street, clearing and grubbing the project site, and making drainage and sanitary sewer improvements. Locations: US Route 11 Mill Street over Black River Overflow Bridge from Factory Street Black River Parkway intersection to Moulton Street Main Avenue intersection Each bid must be accompanied by security in an amount not less than five percent (5%) of the amount of the bid. Bidders must submit sealed bids clearly labeled for the project to the City of Watertown Purchasing Department at the specified date and time. Late bids will not be accepted. The contractor awarded the contract must furnish Performance, Payment, and Guarantee Bonds for 100% of the accepted bid, and all subcontractors must have an approved CCA-2 on file with NYSDOT. The successful bidder must comply with Federal Government Equal Employment Opportunity clauses and prevailing wage rates. The City of Watertown reserves the right to review bids for forty-five days and to waive informalities or reject any or all bids. The project must be completed 120 days from the Notice to Proceed. Contract Documents may be examined at the City of Watertown Engineering Department. No questions will be accepted within five business days prior to bid opening. Contractors obtaining documents from other sources must notify the issuing office to be on the official Plan Holders List; otherwise, bids will not be accepted. All addenda must be acknowledged by bidders. All bids must include the completed Bid Form and required certifications.
