The Proposer will be required to submit a fixed fee cost proposal as well as a detailed Statement of Work and project schedule. The proposal must clearly identify how the contractor will perform the work and provide all the required services (i.e., specialized subcontractors). Each page of the proposal should state the name of the proposer, the RFP number and the page number. A complete response to this Request for Proposals shall include: Background/Objectives (one-page maximum). Scope of Services to be provided (three-page maximum). Management Plan, including project schedule (three-page maximum). Qualifications Statement that clearly presents the proposer's experience relevant to the Project (three-page maximum). Letters of commitment from all sub-contractors (if applicable). Non-Collusive Affidavit (Appendix A). Public Works Employment Verification (Appendix A). Cost proposal The Bellefonte Borough Authority seeks proposals for providing and installing a new geosynthetic floating cover system for its Big Spring drinking water source. This work entails furnishing and installing a geosynthetic floating cover for the Authority's Big Spring. Question Deadline 06/16/2026 at 5:00 PM ET Questions must be submitted in writing and emailed to Matt Auman at mauman@bellefontepa.gov by this date and time.
