Reference Number 0000426872 The City of Victor, Colorado, is requesting proposals from qualified consultants to assist the City in developing a rural-focused Complete Streets Ordinance and accompanying Complete Streets Policy tailored to the unique needs, character, and operational realites of a small historic mountain community. Victor is a rural statutory city located in Teller County, Colorado, with a population of approximately 360 residents. Unlike larger urban communities, Victor's transportation network includes a combination of paved and unpaved (dirt) roads, narrow historic rights-of-way, steep grades, limited sidewalks, historic infrastructure constraints, seasomal weather impacts, and low traffic volumes. The City seeks a practical, flexible, and implementable Complete Streets framework that reflects these realities while improving safety, accessibility, connectivity, and long-term resiliency for residents and visitors. The selected consultant will work collaboratively with City staff, elected officials, community stakeholders, and regional partners to develop a policy and ordinance that aligns with the City's scale, capacity, and rural character.
