The City of Houston is seeking bids from qualified contractors to provide construction services that include sidewalk reconstruction, median modifications, new pavement markings, installation of wheelchair ramps and pedestrian crossings, panel replacements, overlays, speed cushions, rectangular rapid flashing beacons (RRFBs), and other miscellaneous work as needed to complete individual work order locations for the Council District Service Fund (CDSF) Program. All work must be performed according to the specifications and scope of work established by Houston Public Works. Work consists of the rebuilding of sidewalks, median modifications, new pavement markings, wheelchair ramps, pedestrian crossings, panel replacements, overlays, speed cushions, rectangular rapid flashing beacons (RRFB) and other miscellaneous work, as needed, to complete each work order location in support of the Council District Service Fund (CDSF) Program. B. Work will be issued to Contractor through Work Order(s), which is a work package specifying the work items to be completed. Each Work Order will include a project specific Section 01110 - Summary of Work and Document 00410B - Bid Form-Part B. A Work Order may or may not include construction drawings. C. Work locations will be anywhere within the City of Houston and/or its jurisdictional limits and will be established by each Work Order. D. The concrete work shall conform to latest edition of ACI, ASTM Building codes, City ordinances, and all other applicable construction codes, specifications, and details E. Roadway excavation is to accommodate the difference between proposed pavement thickness and existing pavement thickness. F. Contractor shall ensure that all pavement/curb/gutter replacement is done to ensure positive drainage. G. Striping should be installed and maintained as per existing layout, unless directed otherwise by the Engineer. If the Contractor is unable to place the final traffic stripes and final traffic markings, it is permissible to allow the Contractor to place temporary raised pavement markers. When not practical to stripe pavement repairs or areas where striping has been destroyed by maintenance operations, on the same day as the operation, temporary raised pavement markers should be used as a short-term measure. Permanent markings should be placed as soon as practical. H. Drawings showing the Work may be developed for each work package and issued with each Work Order. However, Contractor may also be required to perform work without formal construction drawings. I. Contractor will be responsible to coordinate with residents and/or the HOA within each project area on the handling of any private features within City's right-of-way and/or easements a minimum of 72-hours prior to any construction activities which may impact these features. These features may include, but are not limited to: existing irrigation systems, mailboxes, landscaping, yard drains, etc. Contractor shall use caution while working within the proximity of these types of facilities so as to avoid impacts. Should impacts occur, restoration shall be to a condition that is equal or better than prior to start of construction. Unless otherwise indicated in the Work Order, payment for the repair and/or replacement of these types of facilities shall be included in the Site Restoration bid item, included Document 00410B - Bid Form-Part B. Contractor should verify the operation of irrigation systems with the property owner prior to starting construction. J. Contractor will be responsible to maintain adequate traffic control for the duration of each Work Order, as provided in the work package. Traffic control will be in accordance with the latest version of the Texas Manual of Uniform Traffic Control Devices (TMUTCD). Traffic control and regulation listed in Document 00410B is classified as Local or Major Thoroughfare / Collector. The classification will be established by each Work Order. A Local TCP will involve less intrusive configurations such as a one-lane closure arrangement, where a Major Thoroughfare / Collector TCP will require more complex configurations. K. Contractor will be responsible to use caution and due diligence where the proposed improvements are in proximity to existing private utilities including gas lines, buried or overhead cables, etc., so as to not adversely impact such private utilities inside the project area. Contractor will contact and coordinate with the private utility agencies whose facilities may be impacted by the proposed improvements, as required.
