The project consists of Industrial Park Property Development Improvements for the Avard Regional Rail Park Authority. The scope includes, but is not limited to, waterline improvements (Line A) such as the installation of Super Pave Type S4 and S3 asphalt, tack coat, prime coat, 8" thick aggregate base, 6" thick gravel surface, erosion/sediment control measures, unclassified excavation, embankment, P.C. concrete material with rebar, 8" integral concrete barrier curb, standard manholes, 12" sewer main (PVC SDR 26), 12" water mains (PVC C900 DR18 & PE SDR 11), 12" gate valves and boxes, PVC to PE transitions, various fittings (tees, bends), air/vacuum release valves, fire hydrant assemblies, 15" HP storm pipe and drainage end sections, solid slab sodding, and hydrostatic pressure testing and disinfection. Bids must comply with Federal Labor Standards (US Department of Labor, 29 CFR 5), Davis-Bacon Act, HUD Section 3, Section 109 of the Housing and Community Development Act of 1974, Non-Segregated Facilities certification, Executive Order 11246 (EEO provisions), and encourage participation by Minority Business Enterprises and Women Business Enterprises. Surety companies must be authorized per Treasury Department Circular 570. Bidders must be registered as active in SAM.gov with no exclusions. The owner reserves the right to reject any or all bids, waive irregularities or technicalities, and award the bid to the lowest, responsive, responsible bidder per the Oklahoma State Competitive Bidding Act of 1974. Contractors must obtain plans and specifications from the Engineer and be registered on the bid list to be eligible. Proposals and modifications must reach the designated office by the specified time; late submissions will not be considered. Conditional bids are not accepted.
