On behalf of the Michigan Department of Corrections, professional engineering services are requested for the design, bidding, and construction administration for upgrades to the existing HVAC controls throughout the Muskegon Correctional Facility. Phase 100 Study is required for all buildings within the Facility; Phases 300 through 700 services are required for HVAC control upgrades in the Powerhouse only. The scope includes a detailed assessment of existing controls, phased installation to avoid operational disruption, and integration of modern Direct Digital Controls (DDC) and Building Management System (BMS) with energy-efficient components. Outdated controls must be replaced and standardized, DDCs installed, and controls connected to the new BMS for monitoring. Additional requirements include connecting new controls to existing Variable Frequency Drives, integrating with the energy recovery system, cleaning coils, ensuring ventilation, possible asbestos abatement, modifying utility systems as needed, and testing/air balancing after upgrades. The new BMS should be non-proprietary and compatible with State of Michigan software requirements. Some buildings' systems have already been partially upgraded and need to integrate into the new BMS. The successful bidder must clearly document proposed meetings, coordinate work with MDOC to minimize disruptions, include all required testing and fees as reimbursables, develop contract documents with alternates, and field verify all existing conditions. Proposal responses must be uploaded to SIGMA VSS, with cost for all phases entered as the bid amount, and technical/cost proposals combined into one attachment.
