The City of St. Petersburg, Florida is seeking the services of a qualified firm to provide professional services for the City's Complete Streets Implementation Plan. The work products will provide updated context, project prioritization, public engagement, and a new element: Comprehensive Traffic Safety & Community Action Plan. The updated plan will focus on a proactive and reactive approach by identifying and prioritizing projects based on network connectivity, crash data, and by verifying/updating the City's High-Injury network. The plan will update existing conditions, integrate resources and guidance from the City's Neighborhood Greenways Toolbox, include a prioritized capital projects list guided by both data and stakeholder engagement, and verify the City's High-Injury Network through the creation of a Comprehensive Traffic Safety & Community Action Plan. This project will also involve collaborating with city staff to develop goals for policy implementation and identifying strategies and partnerships for additional funding sources. Specific components include a detailed analysis of updated traffic crash data for the City's roadway network with a community-focused review, public engagement to refine the plan's goals, objectives, and strategies, an updated inventory of the multimodal transportation network, community and stakeholder outreach for capital project prioritization, and the creation of a Comprehensive Traffic Safety & Community Action Plan. An "all or none" basis submittal must include all items upon which the vendor was invited. D. The Procurement and Supply Management Director determines it is in the best interest of the City to reject all submittals or parts of submittals at any stage of the procurement process through the award of an agreement.
