Sealed bids are invited for the County Road 104 (Cranberry Road) Rehabilitation Project in North Woodbury Township, Blair County, Pennsylvania. Bids must be submitted in a sealed envelope, clearly marked with the project name and bidder's details. Electronic submissions are not permitted. Any bid with omissions, alterations, additions, deductions not called for, or any irregularities, may be rejected. The bidding documents may be obtained in PDF format from Keller Engineers, Inc., and all bidders must be registered at their office. Pre-qualification as specified by PennDOT is required. Bid security in the amount of ten percent of the bid price, in the specified form, is required. Performance and payment bonds each for one hundred percent of the contract amount are required within fifteen days of award notification. Failure to provide required bonds, insurance, and subcontractor or supplier information within the specified time may result in forfeiture of the bid award and bid security. The County reserves the right to reject any or all bids, waive informalities, and consider bidder and subcontractor qualifications and experience. The contract will be awarded to the lowest responsive and responsible bidder if it is in the best interest of the project. The scope of our services for the project was defined in email correspondence from Mr. Randy P. Grove, P.E. , Chief Highway Engineer for Keller Engineers, Inc. on March 26, 2026. Our defined scope consists of drilling test borings within the roadway to identify the thickness of the existing pavement section and subbase, to evaluate subgrade conditions including identification of any potentially problematic issues, and to perform laboratory testing to classify the subgrade s
