Contractors and subcontractors bidding or performing work on this project must be registered with the Montana Department of Labor and Industry. All laborers and mechanics must be paid wages as required by the laws of Yellowstone County and the state of Montana. Contractors must ensure non-discrimination in employment. Each bid must be accompanied by a Certified Check, Cashier's Check, or Bid Bond payable to the City of Billings, MT, in an amount not less than ten percent of the total bid. Successful bidders must provide a Performance Bond and a Labor and Materials Payment Bond, each for one hundred percent of the contract amount, along with required insurance certificates. Bids sent by email must include a scanned bid bond; mailed or hand-delivered bids must include physical bid securities. No bid may be withdrawn after the scheduled public opening. The right is reserved to reject any or all proposals, waive informalities, and to accept the lowest responsive and responsible bid in the best interest of the owner.
