This bid package is for use with the City of Des Arc City Hall Project and includes EECBG/DOE federal funding, Scope of Work, labor standards, recordkeeping, SAM.gov, civil rights, conflict-of-interest, and Small Grants Waiver language. Heating and cooling retrofit including replacement of HVAC systems with electric heat pump units, electrical system upgrades, installation of insulation, and lighting upgrades. The City of Des Arc will implement the Heating and Cooling Retrofit Project to improve energy efficiency and safety at Des Arc City Hall by replacing outdated, inefficient, and hazardous HVAC systems with modern, fully electric heat pump units. The project will upgrade electrical systems, insulation, and lighting to ensure compliance with modern standards and enhance occupant comfort. Improve the energy performance of Des Arc City Hall through HVAC, insulation, lighting, and control upgrades. Reduce energy loss and improve building comfort, safety, and operational reliability. Support the City's transition to modern, efficient, fully electric heating and cooling equipment. Complete the approved eligible activities consistent with the EECBG award, application, and applicable federal requirements. Activities and Tasks o Remove and replace four (4) obsolete HVAC systems with new high-efficiency electric heat pumps. o Transition from gas-based systems to fully electric systems to improve efficiency and reduce emissions. o Install smart thermostats for each HVAC unit to optimize energy control. o Upgrade electrical panels, conduits, and breakers for safety and compliance. o Seal and insulate duct systems with spray foam to reduce energy loss. o Replace outdated ceiling diffusers for improved airflow. o Add roof deck insulation and replace existing lighting with energy-efficient LEDs. o Reinstall ceiling panels following insulation and wiring work. Deliverables and Measurable Outcomes o Four (4) obsolete HVAC systems removed and replaced with high-efficiency electric heat pump units. o Smart thermostats installed and operational for each HVAC unit. o Electrical upgrades completed to support safe and code-compliant operation. o Duct sealing, spray foam insulation, roof deck insulation, ceiling diffuser replacement, LED lighting improvements, and ceiling panel reinstallation completed as applicable to the approved scope. o Final inspection, closeout documentation, warranties, invoices, and compliance records provided to the City for grant file retention.
