Site work for a multi-residential development in Charleston, South Carolina. Completed plans call for site work for a two-unit multi-residential development.
The Housing Authority of the City of Charleston is soliciting bids from qualified contractors to provide all labor, materials, equipment, permits, and services necessary to complete a turnkey demolition and site clearance project at 275 Huger Street, Charleston, South Carolina. The project includes the demolition and removal of two apartment buildings, along with all associated debris, and the grading, leveling, and clearing of the site to provide a clean and stabilized condition suitable for future development. Bids must be submitted and received no later than 3:00 p.m. EST on July 13, 2026. Late submissions and modifications to previously submitted packages will not be accepted. The selected firm will be required to comply with all applicable federal requirements, including submitting all required federal and authority forms and not discriminating against employment practices. Section 3 businesses, minority-owned, women-owned, and veteran-owned enterprises are strongly encouraged to respond. The Housing Authority reserves the right to negotiate contract terms, retain and use any ideas from submitted proposals, waive informalities, reject any or all submissions, and cancel the solicitation at its discretion. Pre-Demolition Activities 1. Conduct a site visit and verify existing conditions. 2. Obtain all permits, licenses, notifications, and approvals required by federal, state, and local authorities. 3. Coordinate utility disconnections with all utility providers, including water, sewer, gas, electric, telecommunications, and other services. 4. Locate all underground utility lines by contacting the appropriate South Carolina 811 (SC811) 5. Install temporary fencing, barricades, signage, and traffic control measures as necessary to secure the work area. 6. Develop and implement all required health and safety plans. 7. Conduct pre-demolition inspections and surveys as required by applicable regulations. . Building Demolition 1. Demolish and remove the two apartment buildings in their entirety. 2. Demolish and remove all foundations, slabs, footings, piers, steps, retaining structures, and other below-grade improvements. 3. Remove all building components, including but not limited to: Structural elements Roofing materials Mechanical systems Electrical systems Plumbing systems Fixtures and equipment 4. Implement dust suppression measures throughout demolition operations. 5. Control noise, debris, and environmental impacts during all phases of the work. Site Clearance and Debris Removal 1. Remove all demolition debris, rubble, trash, vegetation, and miscellaneous materials from the site. 2. Legally transport and dispose of all debris at approved disposal facilities. 3. No debris, materials, or waste shall be buried on site. 4. Maintain the site in a clean and orderly condition throughout the project Backfilling, Grading, and Site Restoration 1. Backfill all excavations, basement areas, utility trenches, and voids resulting from demolition activities. 2. Provide suitable fill material free of debris, organic matter, and unsuitable materials. 3. Compact fill material in accordance with industry standards. 4. Grade the site to provide positive drainage and eliminate depressions or uneven areas. 5. Leave the site smooth, level, and free from obstructions. 6. Stabilize disturbed areas as necessary to prevent erosion until future development activities commence.
