Site work for a playground / park / athletic field in Springfield, Nova Scotia. Completed plans call for site work for a playground / park / athletic field.

The work involves Lake Pleasant Park and Boat Launch Improvements. The contractor is responsible for construction safety at the work site and compliance with applicable regulations, including the Nova Scotia Occupational Health and Safety Act and CSA/ASC B651:23 National Standard of Canada. All work must take place above the high-water mark. The contractor must obtain all necessary permits and may require a letter of Authorization from the Municipality. All disturbed areas must be restored to their previous condition, and excavated materials stored onsite and reused as native fill. Driving and parking surfaces are to be grubbed and reinstated with 4 inches of type 1 gravel compacted. The accessible trail and viewing platform are to be constructed in two lifts with specific materials and must meet required accessibility codes. Accessible parking is to be built with crusher dust compacted to 2 inches, including installation of an accessible parking sign. The boat launch ramp requires removal of 4 inches of existing grade and reinstatement with type 1 gravel compacted to 4 inches. All work must be completed within three weeks after commencement or by October 1, 2026, whichever comes first. Drawings are referenced in Appendix D. Proposals must be submitted digitally in PDF format before the deadline. The submission must include the Bidder Information Form (Appendix A), Addenda Acknowledgement (Appendix B), and Price Submission (Appendix C). Prices must be in Canadian funds, exclusive of HST, and formatted as specified in Appendix C. Bidders are responsible for checking and acknowledging receipt of any addenda. The successful bidder must provide $2,000,000 in general liability insurance, a certificate of good standing with the Workers' Compensation Board of Nova Scotia or equivalent, and a valid Letter of Good Standing indicating COR certification. Subcontractors are permitted but relationships must be clearly outlined. The municipality reserves the right to reject any or all bids, waive formality or technicality, and select a proposal other than the lowest if deemed in its best interest. The successful proponent must enter a contract within five business days of award and indemnify the municipality against liabilities and expenses arising from the contract. Payment will be made within 30 days of receiving a valid invoice.
