The City of Biloxi will accept proposals from qualified firms for professional utility management, operational, and maintenance services to operate and maintain the City's water and sewer systems, including utility billing, traditionally operated and maintained by the City's Public Works Department. The Mississippi State Board of Contractors requires the successful proposer to have a Certificate of Responsibility number AND State Contractor's license to enter into a contract for Operating and Maintaining the Water, Sewer, Streets and Drainage System and Other Systems. The qualifying area of construction expertise is "Municipal and Public Works." Proposal documents are available at www.bilox.iplans.com. All proposal documents must be purchased through the website and are non-refundable. All plan holders are required to have a valid email address for registration. Addenda will be issued only to those proposers on the bidders list, which can only be joined by acquiring the proposal through the biloxiplans.com website. All inquiries must be in writing either by email or mail to the Public Works Director. All questions must be received no less than seven days prior to the proposal due date. If submitting hard copy proposals, five hard copies along with a PDF file on a USB drive shall be submitted, or bids may be submitted electronically. Proposals should be sealed and properly labeled as RFP - OPERATION AND MAINTENANCE OF WATER AND SEWER UTILITIES and the envelope should list Company Name, Address, and all applicable state and local license numbers including the Certificate of Responsibility number.
