The work consists of furnishing and installation of approximately 1,230 linear feet of 8-inch waterline and miscellaneous appurtenances for a water distribution system upgrade. Bidders must obtain the Bidding Documents from the Issuing Office to be considered valid and responsible. Partial sets of Bidding Documents are not available, and documents obtained from sources other than the Issuing Office are not guaranteed to be complete. Bidders are required to comply with all applicable federal, state, and local laws and regulations for construction projects receiving federal aid, including but not limited to the Civil Rights Act of 1964, the Contract Work Hours and Safety Standards Act, and the Davis-Bacon Act, as amended. Compliance with requirements for Affirmative Action, Minority Business Enterprises participation, and Disadvantaged Business Enterprise participation is mandatory. Bidders must make good faith efforts to subcontract portions of the total contract value to MBE/WBE disadvantaged businesses as outlined in 40 CFR 31.36(e). Bidders must have proper and current contractor licenses in accordance with West Virginia State Code. The Northern Jackson County PSD reserves the right to reject any or all bids, including nonconforming, non-responsive, unbalanced, or conditional bids, and may negotiate contract terms with the successful bidder. The project is subject to the Build America, Buy America Act requirements, with all iron, steel, manufactured products, and construction materials required to be produced in the United States unless an approved waiver applies. No bid may be withdrawn for ninety days after the bid opening.
