The Development Authority of Walton County is seeking comprehensive, competitive proposals from qualified developers, investors, or collaborative teams for the purchase and adaptive reuse of 111 East Spring St., Monroe, GA 30655, a historic property in the downtown core. The objective is to transition an underutilized public or historic asset back into private hands, ensuring long-term structural preservation while maximizing its economic and community contribution. The proposal should balance historic preservation, architectural integrity, and viable commercial activity, such as boutique hospitality, mixed-use commercial/residential space, destination retail, or cultural infrastructure to drive local foot traffic and enhance economic vitality. The selected respondent will handle all aspects of acquisition, design, permitting, financing, and construction. Requirements include adhering to Downtown Monroe Historic Preservation Commission standards, maintaining historic storefront configurations, restoring original masonry, and preserving character-defining interior features. Proposals must present a clear, market-backed business model, serve as an economic catalyst, create sustainable jobs, generate local sales or property taxes, and/or complement neighboring businesses. The developer must modernize all utility connections, address ADA accessibility within the historic framework, and integrate energy-efficient systems without compromising historic building envelopes.
