The scope of work is to perform building code plan reviews and building code inspections on an on-call basis. The contractor may be engaged for up to three years, with an option for up to two additional three-year renewals, subject to mutual agreement and consistent terms and pricing. Inspections and plan reviews cover general building, mechanical (HVAC), plumbing, structural, electrical, and site aspects, including all required administrative documentation. Tasks include inspecting permitted construction within city limits for code compliance, entering results into the City's permitting database, maintaining records, reviewing plans, communicating with contractors and others about projects, and performing all related duties during normal business hours or as otherwise agreed. The contractor must maintain appropriate certifications and be able to physically access typical construction sites. Commercial inspection and plan review services are also included as optional responsibilities. Required equipment for personnel includes inspection vehicles, cellular phones, safety equipment, and computers for electronic plan review. Minimum qualifications include successfully completing at least two similar projects for government agencies in the past five years, possession of State of Florida certifications for plan examiners and inspectors, and submission of a map showing office location relative to City Hall. Bidders must use the provided qualification forms and are encouraged to submit thorough supporting data for evaluation. Responses are to be submitted through the designated procurement portal and must include all specified documentation and certifications. The process prohibits communication with anyone other than the designated procurement contact and complies with city and state procurement regulations. The City reserves the right to reject any or all responses and to cancel the solicitation if deemed in its best interest.
