Demolition and renovation of a bridge / tunnel in Pensacola, Florida. Completed plans call for the renovation of a bridge / tunnel.

The project involves the restoration and enhancement of the Bob Sikes Fishing Pier, a key public access and community landmark on the Santa Rosa Sound side of Pensacola Beach. The scope includes comprehensive substructure repairs, implementation of cathodic protection systems to mitigate corrosion and extend the pier's service life, addressing deterioration of piles, caps, and framing elements, and ensuring structural integrity and public safety. Additional improvements include ADA upgrades, lighting improvements, and handrail enhancements to improve accessibility, visibility, and user safety. The scope may also include demolition of the final spans of the pier if repair is not practical or cost-effective, depending on contractor bid pricing. The goal is to preserve the pier as a safe, accessible, and sustainable public asset for long-term community use. Question Submission Deadline:July 15, 2026, 12:00pm All inquiries concerning the solicitation, including, but not limited to, the scope of work, specifications, additional requirements, attachments, general or supplemental terms and conditions, must be submitted to the Office of Purchasing through the e-procurement portal hosted by OpenGov. The intent of this project is to perform rehabilitation activities on the Bob Sikes Fishing Pier South to restore deteriorated components and to add features to comply with recommendations of the American Disabilities Act (ADA) for pedestrian railing and deck lighting. Pier informational and regulatory signage will be added, and a vehicular gate with bollards will be constructed at the south end. The pier is located on the east side of the northbound SR 399/Bob Sikes Bridge at coordinates 30.3440N, 87.1503W. This project will only address the south Bob Sikes Fishing Pier. The pier is approximately 1,750 feet long, but the last three spans are closed-off because of substantial substructure damage. The current plan is to remove those three end spans and perform rehabilitation activities on the remaining 1,650 foot pier. Depending on the bids received, there is a possibility that the length of pier rehabilitation on upgrades could be shortened to meet budget constraints. Rehabilitation of the existing structure will include concrete patching and crack sealing where possible and adding concrete pile jackets to piles in poor condition where patching is not feasible. The concrete repairs will include passive cathodic protection. This project will also include updating the railing and adding deck lighting in accordance with ADA recommendations. The existing railing, raised sidewalk and deck for a total distance of 37.5" will be removed from each side of the pier resulting in a 26'-10" wide remaining pier section. The proposed new railing will be a 34" high aluminum picket rail. Pier deck lighting added will use solar powered luminaires supported by 30'-0" tall aluminum poles. The fishing pier will be closed during construction. This project is funded by the Natural Resource Damage Assessment and Restoration and the RESTORE Act.
