Installation of a polymer-modified Portland cement mortar with a minimum compressive strength of 4,000 psi at 28 days is required, ensuring compatibility with the prepared substrate and the ability to be applied on vertical and horizontal surfaces without sag or formwork. At the Government's option, work may also include surface preparation and application of a multi-layer polyamide-cured epoxy coating system with a minimum dry-film thickness of 10 mils to protect the conduit and improve water flow. All work must address confined space conditions, comply with strict environmental containment requirements to prevent discharge of debris or wastewater, and adhere to USACE safety standards, with access constrained through limited entry points including a 3'x3' hatch requiring fall protection and controlled material handling.
