The City of Columbus, through Columbus Water and Power and the Division of Power (DOP), invites qualified teams (Proposers) to submit proposals for a citywide program to inventory, plan , manage, secure financing, design , permit, install, and test the LED conversion of all City streetlights not already converted to LED, and for a networked Lighting Management System (LMS) focused on Columbus's three (3) planned Bus Rapid Transit (BRT) corridors, to improve energy efficiency, safety, and operational performance (Project). The Project scope of work includes: Convert all City non-LED streetlights to LED Targeted infrastructure stabilization repairs as needed . Repair needs are expected to be determined during the Investment Grade Audit (IGA). The extent of repairs will be dependent on the energy savings and payback period. Deployment of a secure, scalable Lighting Management System (LMS) that enables remote monitoring, control, and diagnostics. This work will be in coordination with Columbus's three (3) planned BRT corridors (see Section 1.5, "Bus Rapid Transit (BRT) Corridors,"). Reconciliation of asset inventory with City's existing asset inventory. o Training, documentation, and knowledge transfer to ensure self-sufficient City operations. o Support for negotiations of current rate structures and reporting, both metered and tariffed, with Energy Services Providers ( i.e. , South Central Power, American Electric Power) as well as internally, as a result of reduced power consumption . o Achieving measurable reductions in energy consumption and greenhouse gas emissions.
