Removal of two aircraft fueling skids and replacement with two custom updated skids meeting modern aircraft fueling standards. The Texas Military Department (TMD) is seeking competitive bids from highly qualified Contractors to remove two (2) aircraft fueling skids and replace them with two (2) custom updated skids that will meet modern aircraft fueling standards located at 1013 Lake Crest Drive Grand Prairie, Texas 75051. Question Deadline 07/20/2026 at 2:00 PM CT Susannah Jones, Procurement@military.texas.gov 928-43 Fuel Site Maintenance and Repair 928-44 Fuel System Maintenance and Repair The Statement of Work for this project includes the following actions: o Removal and disposal of the two (2) existing fuel pump skid and associated components. o Demolition and replacement of the deteriorated concrete equipment pad . o Installation of two (2) new custom build fuel pump skid meeting current safety and operational standards. o Reconnection to existing fuel piping and electrical infrastructure. o Startup, testing, and commissioning of the new system. Mobilization and Site Preparation o Contractor must mobilize personnel, equipment, and materials to the project site. o Contractor must establish required safety controls, barriers, and signage. o Contractor must coordinate work activities with Government representatives. Fuel System Shutdown and Isolation F. o Contractor must safely isolate, drain, and purge the existing fuel system. o Contractor must perform lockout/tagout procedures. o Contractor must implement spill prevention and environmental protection measures. Demolition and Removal o Contractor must disconnect and remove the existing fuel pump skid. Contractor must remove associated piping, hose reels, meters, and controls within skid limits. Contractor must demolish and remove the existing concrete equipment pad . Concrete Pad Replacement o Contractor must prepare subgrade and install formwork. o Contractor must furnish and place a new reinforced concrete pad sized for the new fuel skid. Contractor must install anchor bolts and embeds required for equipment mounting. o Contractor must cure concrete in accordance with specifications prior to equipment installation. Fuel Skid Installation o Contractor must build and install two (2) complete fuel pump skid assemblies ensuring they are weather proof as the skids are outdoors. Contractor must ensure the two (2) new skids are built to fit in existing system. No skids on the market that will fit this existing system, so custom manufacturing will be required. o Contractor must install pumps, motor, metering unit, hose reel, valves, controls, and safety devices. o Contractor must secure the two (2) new skids to the new concrete pad using approved anchorage. Fuel Piping Connections Contractor must connect two (2) new skids to existing fuel supply and return piping. Contractor must provide new fittings, gaskets, and valves as required. Contractor must pressure test piping and connections. new skids to the new concrete pad using approved anchorage. Electrical Work o Contractor must disconnect and remove obsolete electrical components. o Contractor must install new conduit, wiring, grounding, and bonding. o Contractor must ensure compliance with applicable electrical and safety codes. o Contractor must ensure that breaker sizing is correct and make sizing updates if needed. Startup, Testing, and Commissioning o Contractor must perform system startup and operational checks. Contractor must conduct leak testing, pressure testing, and functional testing. o Contractor must demonstrate proper system operation to State Maintenance personnel.
