The successful proponent shall provide all labour, materials, equipment, supervision, programming, testing, commissioning, and related services required to upgrade the landfill's attended and automated scale systems. The work shall include, but is not limited to, the following: Remove and replace defective, damaged, or outdated scale-related components, including load cells, cables, mounting hardware, and junction boxes. Assess and, where required, replace digital indicators and diagnostics systems. Integrate all new equipment with the existing Strongdata scale software and data systems. Complete calibration, testing, certification, and commissioning of the upgraded scale systems. Install or replace traffic lights and related traffic control equipment required to manage inbound and outbound traffic flow. Complete drainage, frost protection, and accessibility improvements beneath the scales. The current scale decks are believed to be structurally sound and are not expected to require replacement under this contract. Attendance at this site visit is required as a condition of proposal acceptance; proposals from proponents that do not attend will be rejected. Any proposed substitutions for specified products, or any requested changes to the scope of work, installation methods, or technical specifications, may be presented and discussed at the mandatory site visit. All questions, clarifications, requested changes, substitutions of specified products or changes to the scope of work will be submitted through the Bidding System. If a proposed change is accepted by the Commission, it will be issued as an approved alternative through a formal addendum. No other changes, substitutions, or deviations from the RFP documents will be considered or accepted.
