Professional engineering services are required on a continuing basis for the District's stormwater systems and other public improvements as authorized by Chapter 190, Florida Statutes. The selected engineering firm will serve as District Engineer and provide required engineering services. Applicants must hold all necessary federal, state, and local licenses, be authorized to conduct business in Florida, and submit a statement of qualifications and past experience using Standard Form No. 330, including relevant supporting data. Information to be submitted includes: the ability and adequacy of professional personnel; status as a certified minority business enterprise; willingness to meet time and budget requirements; past experience and performance, including experience as a District Engineer and in Lake County, Florida; geographic location of headquarters and offices; current and projected workloads; and the volume of work previously awarded by the District. Applicants must also identify the specific individual responsible for District meetings, construction services, and other engineering tasks. The District will review submissions and comply with Florida law, including the Consultants Competitive Negotiations Act (CCNA), and will use evaluation criteria on file with the District Manager. Applicants must submit one electronic and one unbound hard copy of Standard Form No. 330 and their qualification statement. The Board will select and rank applicants according to CCNA requirements. The highest ranked applicant will be invited to contract negotiations; if unsuccessful, negotiations will proceed with the next highest ranked applicant, and so forth. The District reserves the right to reject any and all qualification statements. There is no obligation to reimburse applicants for expenses associated with preparing and submitting qualifications. Any protest regarding the terms of the notice or evaluation criteria must be filed in writing within specified timeframes, and accompanied by a $20,000 protest bond with a responsible surety approved by the District.
