The project involves the development of a new City Hall to provide the greatest value to the City. The scope of work includes programming, planning, design, construction, outfitting, and tenant improvements of the new City Hall on the property, incorporating current building design trends and the latest technology. The selected developer will be responsible for the planning and construction of the new City Hall, including a parking structure if required, and must complete the project within two years after the execution of Ground Lease and Facility Lease agreements. Site feasibility and analysis, including comparison between on-site construction or potential purchase and reuse of an existing building, are also required. Execution of a long-term Ground Lease will be necessary to provide the developer with control of the land and a basis for obtaining project financing. The term of the Ground Lease is to be determined and proposed by the developer. Proposals must be submitted electronically, and proposers should ensure their submissions are valid for 120 calendar days from the due date. The City reserves the right to reject any or all proposals and to cancel or reissue the request for proposals. Construction of a new City Hall is overdue and there is an urgent need to consolidate all the various office spaces into a larger facility that will address current space needs as well as flexibility for future increases to staffing that will be required to fully serve the Rialto community at build-out with 150,000 residents. The Project as proposed has the following objectives: 1. Development of a new City Hall that will provide the greatest value to the City. 2. Achieve the programming, planning, design , construction, outfitting and tenant improvements of the new City Hall on the Property reflecting current building design trends and incorporating the latest technology. 3. Initiate the planning and construction of the new City Hall on the Property, including parking structure if required , and complete the Project within two years commencing upon fully executed Ground Lease and Facility Lease agreements. 4. Site feasibility and analysis including comparison between on -site build through the identified ground lease or potential purchase and reuse of an existing building. The selected Developer will submit to the City a site plan proposal including but not limited to building concepts and site feasibility or analysis of alternatives, parking, access and egress, landscape, and all infrastructure improvements with the goal of maximizing the property for its highest and best use. Note, the City owns the existing solar panel system located on-site, and the site plan will need to incorporate relocation of the solar panel system into the building design.
