This project provides support for site assessment activities conducted under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) at sites with known or suspected releases of hazardous substances throughout the State of Colorado. Work may include evaluation of site conditions, review of existing information, field activities, and preparation of technical documentation to support understanding of environmental conditions, all intended to inform decision-making related to risk management and potential response actions. The purpose is to solicit responses from qualified Offerors to provide consulting services for six site assessments per year on average. Award under this solicitation is not a guarantee of any volume of work, and awarded Offerors will be placed on an eligible list for use as needed for these services. Responses shall be submitted as specified. A completed and signed Vendor Information-Confirmation of Offer Form (Attachment 1) must be included. Offerors shall submit: 1. Organizational Summary with years in business, areas of expertise, and a brief staff overview. 2. Narrative detailing how the organization meets all minimum qualifications. 3. Two example projects of similar size and scope completed within the past five years, including key personnel, project timeline, quality control, and reference contact information. 4. Technical Proposal describing the approach to the Statement of Work, key personnel, resumes, estimated time commitment, use of subcontractors, quality control process, and ability to provide services statewide. 5. Cost Proposal with a budget narrative, hourly personnel rates, contractor markup rates, and any other necessary administrative costs. 6. References for verification purposes. Proposals must comply with all applicable accessibility and technology standards, and insurance coverage as specified. Minimum qualifications include adequate staff, specific experience in CERCLA site assessments and data validation, completion of similar projects within the past five years, and a Colorado office. Failure to provide any requested information may result in disqualification. Proposals that do not meet all requirements may not be considered.
