Site work and new construction of a water / sewer project in Moon Township, Pennsylvania. Completed plans call for the construction of a water / sewer project; and for site work for a water / sewer project.

The project consists of upgrading the hydraulic system at Dashields Locks and Dam, including demolition and removal of the existing hydraulic system and installation of a new system with supporting controls and structures. Work includes removal of motors, pumps, reservoirs, filters, piping, valves, manifolds, hydraulic fluid, and associated components, as well as electrical demolition of cabinets, wiring, switches, and related hardware. Embedded piping must be drained, cut flush, and abandoned in place. The contractor will furnish nine new hydraulic cylinders, with five additional cylinders provided by the Government, and perform limited concrete demolition and installation required for new construction and utility routing. The project requires furnishing and installing three new hydraulic power units within two newly constructed two-story buildings on the land and middle lock walls, and a fourth unit on an elevated platform on the river wall. These structures must be designed and constructed in accordance with performance specifications and concept drawings. New stainless-steel piping and manifold-mounted components will connect the hydraulic system to existing cylinders. The system will be operated new electronic controls installed in panels and consoles located at each hydraulic power unit, within the middle wall operations building, and in three existing and one new control shelter. The work also includes installation of new equipment in existing motor control centers, power and control cabling, and limited structural work including concrete placement and steel grating over utility trenches. Additional requirements include conducting a geotechnical and civil site analysis to confirm foundation integrity and drainage, testing and commissioning all new hydraulic and control systems, and providing as-built drawings stamped by a registered professional engineer. Construction will occur at an active locks and dam facility along the Ohio River and requires the use of floating work platforms and boats. ESTIMATED COST OF CONSTRUCTION IS BETWEEN $10,000,000.00 AND $15,000,000.00, The ability to enter technical inquiries and questions relating to submission procedures or bonds will be disabled on 16 July 2026. *The value for this project is based on a financial range.
