The project scope involves providing comprehensive design services as described to support the Authority in its implementation of the ultimate E-470 interchange at I70 with fully directional ramps in coordination with the Authority staff, all as described in the Contract (the "Project"). The Project consists of traffic analysis, Environmental Assessment ("EA") re-evaluation, preliminary engineering, and permitting services for the E-470 Public Highway ("E-470") interchange at 1-70. The Preferred Alternative included in the 2006 Environmental Assessment ( EA) and 2007 Finding of No Significant Impact (FONSI ) for the I-70/E-470 Interchange Complex consists of major improvements to two existing I-70 interchanges as well as a new I-70 interchange east of E-470 at Harvest Road (Figure 1). These proposed improvements are: Additional ramps for freeway-to-freeway access between I-70 and E-470 A full-movement interchange at I-70 and Picadilly Road to replace the partial interchange at Colfax Avenue A new full-movement interchange at I-70 and Harvest Road The new interchanges would provide local access off I-70 to serve the surrounding areas.
