Site work for a water / sewer project in Modesto, California. Conceptual plans call for site work for a water / sewer project.

This project will strengthen & replace approximately 28,000 LF of water mains in the Empire Service Area within two phases (Phase 2 & 3). Phase 2 is generally bounded by 3rd Street and Center Avenue to the South, Root Road to the East, Summit Way & Northland Drive to the North, and Santa Fe Railroad to the West. Phase 3 is generally bounded by Yosemite Boulevard (SR 132) to the South, Santa Fe Railroad to the East, A Street & B Street to the North, and A Street to the West. Existing water mains in this area are old and undersized steel mains which are prone to leaking and having low pressures. This project is the second and third of three phases that will replace the existing systems with City Standard water mains, valves, and hydrants to improve system reliability, flows, and pressures. The Project is included in the City's 2027-2031 Capital Improvement Program (CIP). As of July 02, 2026, further details have not yet been identified. *Project information has been obtained through a public capital improvement plan (CIP). A CIP is a financial schedule for short- and long-range projects which is updated regularly. Information listed in the CIP often evolves based on funding availability and the project details, including timeline and value, are subject to change.
