The 2023 Pavement Condition Index (PCI) ranges 68 - 86 in sections with an anticipated drop of 1 - 6.5 PCI/year, resulting in a projected PCI of 52 - 85 at the time of reconstruction (2028). The existing pavement condition and measured distresses listed has resulted in an increase of frequency of pavement maintenance such as crack sealing, mastic pavement repair, and seal coating, as well as a significant decrease in rideability. Additional maintenance and repairs are not cost practical due to the widespread extent of cracks and depressions. Full reconstruction is needed due to the pavement approaching the end of its useful life and to improve safety for aircraft operations. The project is included in the town's 2026-2030 Capital Improvement Program (CIP).
