Site work and renovation of a multi-residential development in Brighton, Michigan. Completed plans call for the renovation of a multi-residential development; and for site work for a multi-residential development.
Proposals are being solicited for the purpose of seeking competitive bids to elevate nine (9) homes located on Ore Lake and Little Ore Lake above the 100-year ( 1%) flood zone. The Township is soliciting a single Contractor to be able to bid and complete the work for all nine homes within the project. Elevating homes directly contributes to enhancing safety for the residents and safeguarding their investments. The project includes specific actions to reduce flood risks, such as promoting elevation and retrofitting existing structures. Elevation of the homes will contribute to longterm community resilience by reducing vulnerability to future flood events. Vendor proposals shall include complete and separate costs for each of the 9 homes included within the project. The following is a breakdown of the general scope of work for elevating each residential structure a minimum of 2 feet above the FEMA 100-year ( 1%) Base Flood Elevation (BFE) as per the FEMA HMGP Policy Guide and all local and state building codes and ordinances: o Procure all necessary permits Procure all required engineering, soil sampling, and surveying Prepare mechanicals, external structures (e.g., porches, decks), disconnect all utilities, plumbing, HVAC, and service equipment Remove or relocate landscaping, and other necessary structural preparations. This will include evaluation of the structure for rotting, cracked or broken floor joists, and identifying other structural needs to make sure the structures are sound and able to support greater weight for elevation, among other needs. Install and remove soil erosion fabric fencing Elevate the structure a minimum of 2 feet above BFE, by detaching it from its current foundation (typically cement block foundation around an open crawlspace and in some cases cement slab) (see FEMA Elevation Technical Review) Install temporary entrances into the house, including stairs or ramps Assess crawlspace joists and replace, as needed Construction of a floor system that meets minimum building code requirements when the existing floor system cannot be elevated or is not appropriate for the new foundation Connect beams to elevate the structure Install helical piers as per soil sampling and licensed structural engineer assessment and approval Add additional height to the existing continuous foundation (i.e. , cinder blocks), designed and constructed to meet the requirements outlined in the American Society of Civil Engineers (ASCE) Standard 24-14 Add permanent openings with engineered flood vents (ICC- ES certified ) for flood water ingress and egress as per FEMA requirements Re-attach the structure to the newly elevated foundation. Assess and install crawlspace insulation, as needed Re-attach, and possibly elevate all utilities, plumbing, HVAC, and service equipment, as well as possibly replacing any ductwork, as needed. All systems shall be tested and demonstrated to be fully operational. Construction of new stairs, landings and railings to access the elevated living space per minimum code or local ordinance o Elevate and re-attach external structures (e.g., decks, porches, stairs, walkways), based on the Livingston County safety regulations and ADA requirements and all related local and state codes and/or ordinances, including those as outlined in the HMGP Policy Guide Construction of ADA-compliant access facilities or ramps when an owner or a member of the owner's family has a permanent disability and a physician's written certification . An ADA-compliant access to ingress/egress is allowable for assistance unless specified otherwise in applicable state or local codes. If ramps are not technically feasible, a mechanical chair lift may be installed. Use compacted clean fill from pre-existing stockpiles or commercially procured material from a pre-existing source to add in crawlspace and around the home o Adjust or update any water management (e.g., gutters, downspouts) and site in-grade drainage, as needed Site regrading and seeding, as needed Repair of lawns, landscaping, sidewalks, driveways and roads if damaged by elevation activities hereunder Debris removal Final inspections of the structure (e.g., windows, doors, roof, foundation) will be conducted by Hamburg Township, Livingston County, and Michigan Environment, Great Lakes, and Energy (MI EGLE) o Procurement of an elevation certificate (FF-206-FY-22-152) Procurement of a certificate of occupancy and certificate of occupancy. * Interested vendors shall coordinate directly with the property owners to schedule a site walkthrough using the contact information as provided under Attachment A of this request.
