The Florida Department of Environmental Protection (the Department, DEP, or Agency) hereby issues this Request for Statement of Qualifications (RFSOQ) pursuant to section 287.055, Florida Statutes (Fla. Stat.) for Professional Services for Pensacola Bay Unpaved Roads Project. The Solicitation will be administered through the Vendor Information Portal (VIP). Respondents interested in submitting a Response must comply with the terms and conditions described in this RFSOQ. 1.1. Solicitation Objective The Department intends to enter into a contract using the Attachment 1, Draft Contract, for Professional Services for Pensacola Bay Unpaved Roads Project, hereby incorporated by reference. The Department intends to make a single award, however the Department reserves the right to award to one Respondent or multiple Respondents, or to make no award, as determined to be in the best interest of the State. 1.2. Background and Program Information The Division of Water Restoration Assistance, Deepwater Horizon Program, as a Natural Resource Damage Assessment (NRDA) Trustee and as a member of the Florida Trustee Implementation Group (FL TIG), performed an assessment of unpaved roads that had the most impact on sedimentation loading in the Pensacola Bay Watershed. Funding was provided to prepare the 30% plans for roadway and drainage improvements along the fifteen (15) unpaved road-stream crossings identified in the report. The Department is seeking professional services which will support the Deepwater Horizon Program (Program) and the Division of Water Restoration Assistance (Division) by developing the 100% design plans and Construction Documents, opinions of probable construction costs, and all required local, state, nd Federal permits for the Pensacola Unpaved Roads Initiative Phase 2 (Project). The Project consists of design and permitting of roadway and drainage improvements at fifteen (15) unpaved road-stream crossings in Escambia, Santa Rosa, and Walton Counties, Eglin Air Force Base, and the Blackwater State Forest.
