The City of Modesto (City) is soliciting Request for Proposals (RFP) from qualified bridge consultants for the Bridge Maintenance Status and Priority Study Project All-Inclusive Consulting Services for the City of Modesto. The purpose of the project is to establish a contract with a professional consultant for civil engineering services. The City of Modesto is planning to undertake bridge maintenance of all bridges under the jurisdiction of the City of Modesto over the upcoming years. To support these efforts, the City is seeking civil engineering services from bridge consulting firms with demonstrated experience in bridge maintenance projects. A consulting firm may be hired to perform initial maintenance priority reports, assist with project scopes, and may entail leading design of various maintenance plans for bridges. The scope of services will consist of, but not limited to, preparing maintenance status reports and providing priority studies as determined based on initial tasks, the engineering design and preparation of plans, specifications and estimates for bridge maintenance project. The scope of services will also include, but not limited to, reviewing bridge inspection reports, conducting additional bridge inspections, providing bridge priority maintenance reports, design services, cost estimates, conducting necessary environmental studies, clearing NEPA and CEQA environmental requirements, obtaining State and Federal Permits and authorizations, securing any other relevant permits per Standard Environmental Standards (SER). Scope of Services shall also include obtaining all required right-of-way and easements, coordination with all relevant utility agencies, surveying, project management, and public outreach services if needed. Typical tasks to be provided would include, but are not limited to: Condition Assessment of existing City bridge facilities. Priority Study for bridge maintenance and cost estimates. Coordination with various utilities and public agencies. Locating existing utilities and coordination any necessary utility relocation. Identification of required easements, right-of-way and/or construction permits. Survey and/or Geotechnical Studies Preparation of Basis of Design Report (BDR) or Preliminary Design Reports (PDR) at 35% and Design submittals at 70%, 90%, and Final. Consultant will omit 7th Street Bridge (bridge is currently under construction). Question Deadline 07/28/2026 at 4:00 PM PT Any requests for clarifications, corrections or modifications of this Request for Proposals (RFP) shall be submitted through online. The City will evaluate all submittals, but this Request for Proposals (RFP) does not commit the City of Modesto to approve an agreement, to pay for any costs incurred in preparation or presentation of a Proposals, or to procure an agreement for services. The City reserves the right to: Make the selection based on its sole discretion; Accept or reject any and all Proposals, or any item or part thereof, or to waive any informalities or irregularities; Withdraw this Request for Proposals (RFP) at any time without prior notice, and the City makes no representations that any agreement will be approved with any firm responding to this Request for Proposals (RFP); Issue subsequent Request for Proposals (RFP); Postpone Proposals opening for its own convenience; Approve or disapprove the use of particular subconsultant; Negotiate with any, all, or none of the firms submitting a Proposals; Enter into an agreement with another firm in the event the originally selected Proposer defaults or fails to execute an agreement with the City.
