Site work and paving for a transportation facility in Topeka, Kansas. Completed plans call for site work for a transportation facility.

Furnish all labor, materials, and equipment and perform all work necessary for roadway improvements at Topeka Regional Airport and Business Center and Philip Billard Municipal Airport, Topeka, Kansas. Project work activities will occur at multiple areas at Philip Billard Municipal Airport. A new concrete roadway will be constructed along the north portion of Billard Airport, connecting NE Strait Ave. to the northern existing parking area. A new concrete roadway will be constructed from existing NE Sardou Ave. to the southeast portion of Billard Airport. Existing NE Sardou Ave. entering Billard Airport will be milled and overlayed with additional concrete and gravel parking extending north from NE Sardou Ave. Regrading of the existing green space between the new parking area and the north ditch will provide positive drainage from NE Sardou Ave. to the existing north ditch. Street lighting will be installed along the new concrete roadway to the north and along existing NE Sardou Ave. through Billard Airport. Work items include 1.5” asphaltic concrete, 6” non-reinforced concrete pavement, 6” aggregate base (AB-3), cold milling, 8” non-reinforced concrete pavement, and decorative street lighting. All project work shall be in compliance with the City of Topeka and Shawnee County Standard Technical Specifications. Envelopes containing bids must be sealed and addressed as specified, and the upper left hand corner of the sealed envelope must identify the contract proposal, the name of the bidder, and '2026 MTAA Pavement Repair Program.' Proposals must be accompanied by a bid guarantee in the amount of five percent of the total amount of the bid. The successful bidder will be required to furnish separate performance and payment bonds each in the amount equal to 100% of the contract price at the time of contract execution. All proposals submitted in accordance with the instructions will be subject to evaluation and may be held for up to thirty days for the purpose of evaluating bids prior to award of contract. Award will be based on the lowest aggregate sum proposal submitted from responsive and responsible bidders. The right is reserved to reject any and all bids and to waive any informality in the bids received. This project is subject to provisions regarding Equal Employment Opportunity, Certification of Non-segregated Facilities, Debarment, Suspension, Ineligibility and Voluntary Exclusion, and compliance with local technical specifications.
